Radio ISW emerged from a public incorporation in which anyone could participate. Ultimately, this also led to the large plural circle of around 30 different shareholders who joined together to form "Inn-Salzach-Welle GmbH". The Alt-Neuötting and Burghausen adult education centers are part of this, as is the Rottal-Inn-Salzach district education center and the Oberbayern district association of workers' welfare.
