Dailekh has managed to occupy its place in a short period of time in the history of the people who speak the rights of the backward and deprived people and the people's rights in the form of the people's voice. According to the decision of the second meeting of 20th Wase, a communication cooperative organization was registered in Dailekh district and it was decided to operate a community radio according to its purpose. A sacred wreath made of hundreds of flowers, by observing the material condition of every backward and deprived population in Jhao Dailekh, using the inspiration and independent thoughts from the elders as a tool, dated 9th Kartik 2067, from the Ministry of Information and Communication, Dhruvtara Sanchar Cooperative. After obtaining the license of Dhruwatara Community FM, which is under the organization, the organization was formally established on the 6th day of Paush 2066, and the unofficial Rupam started broadcasting regularly at the rate of 13 hours a day. As a result, it was formally inaugurated by Chief District Officer Valdev Gautam on 28th of January 2067.
